Councilor Mason kindly responded:
You can find Construction Management Plans here:
https://www.halifax.ca/
For this site, the CMP is here:
In downtown with narrow streets the practice is to create safe crossings and install signage to redirect pedestrians to the other side of the street and thus travel around the construction site on the sidewalk on the other side of the street. I am happy to connect you with staff who manage the CMP process if you want details.
An example of aiding this safe crossing is the RRFB flashing crosswalk beacon installed at Queen and Clyde, to help draw attention to pedestrians crossing there.
Improvements continue to be made to make temporary pedestrian ways safer for all, including better ramps, high visibility/contrast guides, and other changes. I made a motion about a year ago to improve those standards systematically and I expect that report back shortly.
Hope this helps,
Waye

Here''s the plan:
************
Phase 3 – After HRM’s Spring Garden Road improvements have be(en) completed we understand that a protected on-street sidewalk will be required along Spring Garden Road. This will allow pedestrian traffic around the encroachment while maintaining two-way traffic along Spring Garden Road.although the dates for Phase 3 are December 2021-April 2023 .
Pedestrian safety will be maintained by implementing appropriate signage as shown on the PMP. All navigation and safety signage indicating alternative sidewalks and potential hazards will be inspected and maintained regularly.
Thanks again,
Gus
